I mean Jaina is a mage, a really good one too, so she could pop back and forth between Kul Tiras and wherever we are any time she wants. She could easily still be ruling it and doing whatever with everyone else. That's how I look at it anyway.

No. The novels were and still are official lore. The RPG books are the one that aren't cannon:
"Q: Are the Warcraft and World of Warcraft RPG books considered canon?
A: No. The RPG books were created to provide an engaging table-top role-playing experience, which sometimes required diverging from the established video game canon. Blizzard helped generate a great deal of the content within the RPG books, so there will be times when ideas from the RPG will make their way into the game and official lore, but you are much better off considering the RPG books non-canonical unless otherwise stated."

Almost every argument used here is based on the fact that Wacraft would be a coherent world with some continuity while we all know that ain"t the case, like, not at all. The real question, the interesting one is, what of Kul'Tiras in the next expansion ? Is it going to be an HuB for the Alliance (if so, we can be sure Jaina will lead it, cause, reasons duh) or is it going to be a new area wich would mean it's almost destroyed our under heavy threat in other words, contested and half in ruin just like Stromguarde.
The important thing is, fuck the logic/lore, the one in charge will be the one useful to some story plot and that's it. And better be cool, like 100% cooler, i'm just quoting Blizzard (with my own words, i admit it, but that remain a fact till now).

Both times it was in books - Tides of Darkness (Daelin wrote her a letter to inform about son's death) and Arthas: Rise of the Lich King (Jaina's and Arthas' parents discussed their relationship and supposedly planned their marriage)
Her mother was brought up and it is possible that she is ruling Kul Tiras.
It would explain the complete absence of Tirasian military endeavors as we don't know her as a military leader and have just met her.
