    Keep in mind that this is technically a quote, but so out of context as to basically be a lie - in context, he's referring to the diversity visa program, stating that it sounds good, but isn't. The obvious implication is that he thinks the name is a misnomer, that diversity is good, but that the diversity visa program isn't.

    The diversity visa really is a scandalously stupid policy, so it's hard to find any actual fault here.
