Level 3 Building Plans

If I take the same building on all my characters (eg Barn) and fill up work orders of all of them, will I get the level 3 plans faster?

Is the required achievement account-wide? (As in, all characters count to the same achievement)

All but Working More Orders are account wide. You can get the criteria on any toon. Any achievement with a blue title bar is account wide.
