Does upgrading a garrison building complete pending work orders?

Question in the title, for example leveling a building from level1 to level 2

It does not. They do continue to process during the building time though.

Nope, I believe they even pause until construction has been finished (the hour timer, not when you actually click on the floating blueprint).

Nope, work orders keep going, i once started a building upgrade just before logging off for the day, and the next morning the newly upgraded building had a few work orders waiting for me, bit illogical when you think about it, but that's gaming for you :P
