Is the Stolen Power trait bugged or what?

As the title says is the Stolen Power trait of the demo artifact bugged? I took it but don't see any applications or any indications that my shadow bolts are empowered. Anyone has any clue?

there is no buff or counter, UNTIL the amount of required hit has gone out, and at that point you will get a buff, so idk if its possible to track how many stakcs you have, as this seems to just appear afte X hits

Really??? Thats really stupid..... I am playing with it for like 4 hours have never seen it... might have missed it though. Thanks anyway, blizz should had made it so we see the stacks though.
