Yes, a DK in our guild that was 106 tagged Levantus when he was in Azsuna, and got a Legendary.

They drop for people 100-109, I don't know if they drop below that however.

World Boss don't drop items below level 110. I tried on my level 104 druid, and also on my level 105 demon hunter, and didn't even get the ability to loot the boss.

So I am going to guess "No", and this is intentional. Whether or not you could on MoP bosses or not is totally irrelevant.
