Frost Bomb/Brain Freeze proc question

Hi I have a question regarding the interaction between frost bomb and ice lances that are empowered by winter's chill from a brain freeze proc. If I have frost bomb on a target and I gain a BF proc, I then cast frost bolt followed by flurry then immediately ice lance. Does that IL get shattered and proc the damage bonus from frost bomb? If yes then is it worth it to have frost bomb up for every BF proc?

Yes it does get shattered and yes this means having frost bomb up on the target for every shattered ice lance.
