There's three zones to Argus.
1. Wasteland.
2. Pristine civilization.
3. What appears a Legion industrial complex.

We start off in area 1 for story reasons, as the Legion has siege protecting the other places. The screenshots you've seen so far are only of this area, of which we can only explore a limited amount so far.

Don't base your opinion on where we start off.
