It would be impossible for an addon to do this, and giving input to WoW using third-party programs is against the ToS.

There are not any voice command addons, however there are programs. Some of these programs have been used for dual/multiboxing as well. (Not as popular method) They are legal as long as they are one input to one output function. This means nothing automated or holds/spams a key down for you.

To be exact, one button press per voice input. Autorun is your friend for this kind of thing.

Might be handy for things like follow or breakfollow (touch a turn key) for multiboxing minions - although probably not fast enough either :P
