Moonfire then tab target macro

I wanted to know if it's possible to make a macro where I can say:

/cast sunfire
/target = tabtarget

I know that won't work but what will? Thank you for the help!

This should tab through the mobs but can also target someone who is in range but not yet attacking. Also not sure if this will target CC'ed mobs or skip them
