[Skyrim] Ebony Ore bug?

I've done my rounds around the internet to find a solution to my problem but I've yet to find one so i'll ask someone here in the hope that someone knows how to fix this problem.

My problem:
Ebony Ore will not respawn

What I've Done:
Waited 4 months
Exited and entered the mine multiple times
Reloaded skyrim
Killed all of the miners after 4 months of waiting


Nothing works, I don't know if having a frost dragon outside even effects the ore but don't ask me to kill it since I can't (I've tried.)

But you could always buy ebony ore/bars from vendors if you needed them that bad.
