The recipes do get upgraded. Check Wowhead's PTR site for Vicious sets; they're blue-quality, with an ilvl around 370, if I remember correctly.

The items themselves, however, do not. If you have Bloodthirsty armor now, it will not get upgraded automatically to Vicious. If you're thinking about getting some crafted PVP armor, wait until just after 4.3 starts, then get the mats and ask someone to craft it for you.
