Will SWTOR have free realm changes?

Im asking here since i noticed that the official site is down, but now that the game is live and so many servers are full/heavy while others are light and some even standard i had a question. Has anyone seen any hints to free realm changes coming up to help take care of the over crowded servers or will we be paying? Not sure about most people, but if that's the case i'll probably just reroll.

Server transfers are in the works but there is no ETA on when they will be available. Currently a few servers are looking at having their population caps increased but that won't solve the queue's issue as more people will join the servers in turn creating the queue all over again.

At this point in time creating a character on a low population server is your only choice for dodging server capacity queue's.
