again, 12 am one hour later its 1 am. wouldnt it make more sense for 12 pm turn into 1 am, and 12 am be before 1 pm.

This IS how it works you are just 1 minute off

11:59AM turns into 12PM
11:59PM turns into 12AM

Really it is a very simple system.
