ok long story short i wana make wow vids i have 2 places i live and each have a comp can i buy fraps and download it on both computers of do i have to buy it twice???

Legally I believe you can use it on both long as you don't operate them both concurrently.
so long as you completely close it (including closing the fraps tray icon or shutting off the system) you would be complying with that.
If you have any doubts contact their CS and ask.
