Define bad.
It certainly doesn't have the options wow offers yet.
But it's very much playable on pve and pvp even if there are bugs.

I've been 50 for 2 weeks and I'm loving it. In all honesty it isn't that much different that WoW max level....there are dungeons and raids and pvp...and if you want to make credits you go farm.

I've been level 50 for quite a while, and I still have lots of content to go through. Not bored or disappointed about TOR end-game at all.

TOR is awesome at 50, got rank 60 recently and it's still fun to PVP.
The raids are good too.

It's pretty much like every other MMORPG that has only been out for little over a month.
With very, very few exceptions.
