The dude also has CheatEngine on his computer which is known to be used for "speed hacks" among other things in SWTOR. Check out :28 in the vid. lulz

The official forums are, indeed, overmoderated.
They hand out moderations / warnings (no infractions though) for usual pvp banter: "butthurt, l2p, nub (any three of those will do)". Granted, these aren't constructive by any stretch of your imagination, but also are typical harmless pvp teasing / banter.
I've also received a warning for posting (verbatim): "I can play my sorcerer while eating a sandwich with my left hand, and pleasuring myself with my right hand" for the reasons of "vulgar language; sexual content". I haven't seen this degree of moderation since...well, since ever. Not even in high school were my teachers this strict, and this was way back in good ole days.

In any case, there should be at least a chance to change. Sometimes ppl do things that they hadn't realised it was that bad, until they get a warning.
