I've heard different things about this, is there a way to start at max level for PvP only, and to have the best gear? I heard you could but that didn't really make any sense to me. Would love if someone could explain.

I believe it works like this:
For non-structured PvP (as in WvWvW) they upscale your character so it has the relative power of a max-level character, but you don't get extra skills or gear. You can level in this mode and also gain extra skills and gear, just by doing PvP.
For structured PvP (5v5) you get the same gear as everyone else, as well as access to all skills and all weapons, so everyone's fighting on the same level.

When you make a new character, you start at level one with the worst gear. Once you complete your races tutorial area you can choose to take part in Hot Joinable competitive pvp. Once you're moved to a waiting area you will have all the skills unlocked and the same level of gear as everyone else that you can customize before a battle begins. Once you leave PvP'ing you will be returned to the same state you were in before.
This is not true of WvWvW pvp, you will still have your skills and gear in this mode but it is thought that players will be brought into line so that they can still be useful in the battle.

Some of this data is outdated I believe, for example in WvWvW you do get boosted to Max Level, but you keep your current gear, the stats just scale - and you keep your current skills, scaled up, but don't have access to any skills you haven't unlocked while leveling.

All PvP in GW2 will bring you up to level 80 increasing your atributes to that of a level 80, however for structured matches you will be given all skills/traits that you have not yet earned through the leveling process; In WvWvW you will not be given skills and traits and will only have the skills that you have obtained so far during leveling. Now you can Level your character in WvWvW as killing players/npcs provides experience and loot just like in the pve setting. WvWvW also has dynamic events that will also reward exp and loot.
Ok now for this God awful quote, Swtor pvp has 2 factions that are usually horribly imbalanced that fight on a world that was barely tested and is poorly designed. Lets not even go into the fact that 2 faction pvp never works in an open world setting because of faction imbalance and if we look at blizzards way of handling tol barad youll see that in faction imbalanced servers a majority of players of left out of that battle.
WvWvW will have server imbalances but those servers will sort themselves over time so that high pop servers fight other high pop servers and low pops fight low pops. Lets not forget that WvWvW will crush Swtor and WoW in the scale of the battles that take place.
Now as for unskilled players running around at max level. This happens in every game. How many new players to a game do u know that once they reach max level have figured out how to play their class in PvE or PvP? I have seen a bunch of lvl 85's in WoW that are just terrible players. Leveling from 1-85 doesnt make you better or make the pvp experience better than just starting at level 85.

As Zeek said, no matter what game you play there will be others in pvp who have no idea how to play. GW2 equalizes the fight more by making skill and item choice the only deciding factors in pvp rather than gear level. This however will not stop idiots from standing still and spamming 1 button because they like how it looks. But there is constantly mini tournaments going on in competitive pvp. In these you make your team beforehand, so you can guarantee it contains no keyboard turners.

So if you're only interest is structured PvP then the leveling process is basically completely unnecessary? At what level can you compete in structured PvP?
Immediately after the tutorial, but I remember reading somewhere that the tutorial might give an option to skip after completing it on another character.
Will the structured PVP have personal rankings for rank-based matchmaking? I remember hearing something about this in a dev video, but I can't remember the details anymore.
For example, will newbs play against newbs, and "pros" play against "pros"? Or will it be a farmfest that is BF3 or TF2 when you get a bunch of skilled and experienced players on one side, and a bunch of 3-hour old players on the other? (This is something I've always hated about FPS games.)
I'm pretty sure they will have rankings of all sorts for the structured pvp. One of their goals was to make it an e-sport and rankings are a must have for that.
