from reading the new stuff. it seems arcane will dominate all the three specs. evocation has no cd, arcane barrage can cleave, and they get a dot(arcane bomb).
I Maybe wrong but it seems evocation dosent give mana any more you get some new spell that you place under you to grant 100% mana regen.

From my understanding when u choose the talent that makes evocation have no cooldown, u no longer have any base mana regeneration. So that talent may not be as useful as the one dannypoos mentioned where u created a rune on the ground.
Also if I remember correctly in MoP fire mages don't have the extra 15% fire damage, and frost doesn't have the + to frost damage etc... So if arcane has access to the dot, the other two specs also have access to that dot and it won't be 15% more powerful for an arcane mage to take it.
