Green Border on Action Bars

Hey folks, probably an easy fix but can't figure it out for the life of me. I just started working on a new UI and on my action bars is this green border around icons that are currently casted. I have scoured through config options for every mod currently installed but can't find anything. I am basically using the same mods I had before, just starting from a clean slate and didnt have this issue prior. For example, Beacon of Light is lit green if cast on myself. If I hit divine protection there is a border around the icon until the buff expires.

FWIW I am using Bartender 4 and Masque for my action bars. The problem persists even with each mod seperately disabled, it's puzzling. Any help would be awesome, thanks!

Figures, I found out what the issue was. It was Raven causing the issue. I had "Enable Highlights" checked in the options. Who would have thought a buff bar mod would affect action bars. Thanks anyway!
