Its called APB (All Points Bulletin), although I don't know if you can still play.

Someone kinda already made it, sort of, kinda, it's called All Points Bulletin and is somewhat similar to GTA if you side with the criminals, I played it a long time ago and the last I heard it went free to play.

There is actually GTA san andreas multiplayer.Just look for the roleplaying servers and there you have it.You can choose jobs,be in a gang,mafia,etc acquire personal cars,buy houses etc etc etc
