Time is an inherent property of the universe. The measurement of time is a man-made construct. The oscillations of atoms are on a specific time which doesn't change (see: Nuclear clocks). Relativity describes time as a dimension, and it can be manipulated and warped by gravity and energy (see: time dilation).

Nature by definition can not formulate a concept, as that requires a consciousness and imagination. Your statement is redundant.
