How about bastion? That game has better story and storytelling than many movies, and on top of that has a very distinct style and atmosphere in it.

Okami. That game was beautiful. Like a playable Japanese painting.

    Zelda.

Especially the music. Koji Kondo is a genius!

And don't focus on only one Zelda game, all of them are different and all of them are brilliant.

Bastion it felt more like an awesome story rather than a game. The art style was super unique and meshed very well with the game. I couldn't put it down until I beat it twice (like literally I didn't leave my computer until I finished it)

Kingdom Hearts or FFX. Both touched me in ways I have never been touched before

Dear Esther. It eschews the gameplay strictly for the artistic direction. That said, many games are very much art even so, but Dear Esther stands out as the art first, game second. Bastion is a great example of a game that is very much beautifully artistic, both in graphical style, as well as the fact that it's like a story that you play, rather than playing through a story.

I always thought Risk was the most artistic game I've ever played. Then I played Stratego.

Mafia 1. If you consider movies/books art, then mafia is art as well.
Trine has nice artistic visuals as well.

Bioshock for sure, The Witcher series possibly too, Halo 3 was a work of art for me personally and so was Fallout 3.
Going back some more Kotor I was a masterpiece.

From older games I'd say Master of Orion 2 and Morrowind.

Awesome graphics in that game, warm, colourful and full of life and warmth.
All while having a very serious, nearly gloomy narrative that sets a tone in complete contrast to the graphics of the game. Pure magic.

    Bastion is amazing.
