Need help, Can't remember a PC game name..

So I was sitting at my desk and looking to get some more games, And I remembered a game that I wanted to play but couldn't one it first came out because my PC wasn't able to run it. Now it came out no longer then 3 years ago, All I can really remember is that the game was in black and white. And when you started to do missions and finish them parts of the city would get color to them. It's kinda like GTA you can steal cars and such it's in a 3rd person view, and I think it's set in the 50's or 60's. I've tired to google and even look on Bestbuy and Gamestop to see if I could figure it out, but no luck. I also think when you first start the game you are in a cabaret club. That's about all I can think of.

Just a warning in case you were thinking of getting it, the game wasn't all that. Not horrible just very meh.
