what does the haste cap of 2363 for madness mean?

basically, on madness, you get a 20% haste buff for 2 or 3 platforms and the final phase, depending on the kill order (LFR usually takes out nozdormu second, most guild usually do it as third). since you got this 20% buff, certain haste targets become easily attainable.
