Structured PvP, unless they changed it, is lobby based, so it doesn't make sense for your home server to matter. You can queue with friends, you can queue with random people, it's your choice.

I know it is, but I'm not sure I'll like it. I don't like other lobby based games either. They feel to anonymous, and even if you can play with friends (and against friends) it requires too much organization for me. I liked it in WoW when I could just sign up, and it would automatically queue me up with and against people I'd know (or at least have seen before).
