Bear Weapon Help

Ok sorry if this has been asked before already, but couldn't find anything here or on EJ.

So im a little confused, currently my alt Bear who tanks my servers weekly GDKP Runs is using the 403 Kiril (DW Polearm) but i recently got the Normal Spire from Yor'shaj, andi was just wondering which is gonna work out best, obv i gain a lot of hit/mastery and reforge of Dodge on Spire, but the fairly high proc on Kiril brings in a lot of dodge too, so was unsure of which is best to use, any advice would be appreciated thanks

For both cats and bears, priority is something like this:
H Kiril >>> H Spire > Kiril >>> Spire

Basically, you can just use the one with the highest item level in this case, but notably the gap between N Kiril and H Spire is pretty small.
