Yeah, the technical translation for that is "We plan on doing NOTHING for balance issues as we're pinning our hopes on the 3 faction system hopefully would prevent this."
This is assuming the 2 sides will work together, and will be as large or larger as the Ebonheart Pact...which there's a VERY good chance they won't be.
PS. Why would the two sides work together? Isn't the whole POINT of the faction sides to JUST be working with your faction?

Has anybody noticed that the fans of ES:O have dropped the "RPG" from MMORPG? I think it's their way of trying to mentally wrap their head around the asinine gameplay decisions/directions they've made. I mean, why bother attempting to justify or comprehend their design directions when you can simply re-define the entire genre by dropping the "RPG" in "MMORPG"? :P
