Is your general chat dead?

My friends are always laughing on ventrilo about some kid getting scammed in front of there eyes on general chat. So i join that channel and it only says 2 people are in it. I dont see anyone typing even when asking my friends to say something. Ive been in GChat for about my whole leveling up experience and I have never seen any real chit chat or socializing besides the once in a blue moon gold site spam. Are there ways to fix this? Is this a bug? Is anyone else experiencing this?

I have mine turned off. I want to avoid what usually comes with general chat.
