Subtitles not there. wat do

I've watched a video now and then of people soloing inferno(irrelevant to my problem), and I noticed that they had subtitles for NPCs and cinematics.
I, however, do not have any subtitles for my game and I can't see any toggle for it anywhere in my options ingame, and there's not any additional options outside the game, in the launcher.

How do I enable them? Thanks.

No subtitles box on the lower right?

Are you playing in a non-English language?

And of course I play on english, anything else would be wrong!
