Yes. I stood around for a good minute letting myself getting beaten to a pulp, and still had absolutely no rage.

Also keep in mind that we have quite a bit less dodge in MoP than we do now. In my bear gear that gets me to ~40% on live, i only had ~10% at level 88 on beta.

You dont have less dodge its just the level scale. A bear with 397 gear at 85 has way better survivablity then a 90 bear with the same gear.

You do have less dodge. You loose 10% dodge alone due to no longer gaining dodge from passives/talents.
