You can't, they removed that functionality from the Jeweler during the late stages of beta but didn't update the official description of him

Yeah you can't create your own sockets. Just gotta hope for one that has a socket. By the time you reach nightmare you'll pretty much have sockets in everything anyway...sometimes more than one.
