If I pre-order this game right now, will I have access to the upcoming beta this weekend?

Also, will I be able to pre-download it?

Yes you can play the beta if you pre-purchase right now. I wouldn't wait though. Last beta weekend they shut down the pre-purchases like a day before the beta started. They might not do it again, but if you want to play I wouldn't risk it.

Officially, only preorders give access to the BWEs; some retailers are giving out keys (possibly with ANet's blessing) for a single BWE (with preorders); others (without ANet's blessing) are giving away full preorder keys with preorders,. Asura and Sylvari most likely won't be playable until release.

I was wondering the same thing.. just bought it and made my account.

Should I have gotten a beta key through an email or is my account already set up to log in once I download the client? (once the BWE2 starts :P)
