My guess is someone forgot to model a certain leg item. Same happened in WoW with some item (I don't remember the name) you want the standard underwear to disappear because if the equipped items are the wrong shape the underwear might show and ruin the look, but if you accidentally make an item model invisible the character is suddenly naked.
