I currently have a GT430 and wanting to upgrade to a GTX 550 ti or even a HD 6770 but I'm not sure about my power supply.
It is a 620W power supply:

It is recommended you have 24 amps on the 12v rail for a GTX550Ti, You only have half of that unless you have made an error in your post. Do you have the makers name and model number at all?
Well when i opened it up it didn't have the makers name nor the Power supply i had to contact the seller but there's a good chance it may be HPS.
This is what the seller said: "The 620W you have is maximum power 620w, not continuous 620w.The nvidia/gigabyte official website says this card requires minimum 400W, which means continuous 400w, Usually your 620W is ok but to be safer, we recommend bigger 850w."
That seller doesn't know what he is talking about, 400W is fine for a 550Ti, it can most likely run on much lower than that. However the specs on your "620" Watt power supply shows it more like a 250W power supply.
Yes i know what you mean...will i have to buy a new power supply due to the 12v rail to run the 550Ti or the HD6770?
I would, to be safe. If your PSU dies due to having to push too much current, it can easily take the entire computer with it. For example, the Seasonic M12ii 520 Bronze for $70 would be a good choice.
I don't want to spend too much money on this comp right now since its only an i3
How about Antec 400W Bronze or Corsair CX V2 430W? There only around $40 on amazon.
I can also get HPS 680W ATX which is the same brand as the one i have now but much better current for only $40

It all comes down to the power supply you have right now. You say its 620W but the specs say otherwise, either you missed something with the specs or it is wrongly marked with higher performance than it has which I think is illegal?
For anyone to be able to recommend a new card for you we need to know the proper specs of your current power supply.
I know exactly what you mean, i saw the specs of my power supply and compared them to others and i noticed how low the performance is and yet the seller told me that it was 620W, which isn't shown on the power supply itself so i question that too.

I will look into some known branded power supplies and make sure i purchase one of them, my only question is, is it worth buying a new power supply and graphics card for an i3 with 8gb ram or shall i wait until i decide to upgrade to an i7?
Do you intend to render HD video for more than 4 hours per day, 7 days per week? If the answer is not "definitely yes", you don't need an i7.
Get a proper power supply, get a proper graphics card, the i3 is a fantastic processor and 8GB RAM is more than enough.
Get a 7750 , you wont have to upgrade your power supply , its almost as good as 550 ti but it cost much less.
SourceThe Radeon HD 7750 looks like a much better performance prospect as we found it to be faster than not only the GTS 450 but also the GTX 550 Ti in many cases. On the AMD front, also available for the $109 price tag, the Radeon HD 6770/5770 fall behind the HD 7750 in all of our tests and more so where newer technology like tessellation is utilized. Considering the HD 7750 costs less than the GTX 550 Ti, it is easily my new favorite card in the ~$100 range.

I decided to buy the Corsair CX V2 500W PSU with 38A in the 12v rail, and the GTX560 SE.
Is that a good match?
