How are the various DPS casters able to get distance from melee in objective based PvP or is it the intent of game designers that they need peels from others?

DPS casters meaning... what? The game's designed that you need assistance from teammates if you have multiple melee training you, yes. If it's just a single melee, it's going to depend on what class and spec you are and what class and spec they are - some casters can peel anyone, some casters just need to learn to juke.

It's compensated by the fact that in PvP, spellcasters are the highest, most consistent DPS in the game by a comfortable margin. No one nukes people down faster than a Doomkin that someone let freecast.
