For WoW MoP this will be fine. Can't say for sure about GW2, but it probably is also ok.

Two things:
1) If you are upgrading your current computer, make sure that the parts fit in your case and your psu is strong enough (>400W).
2) If this is a new build, you are missing:
- Case
- PSU
(- Windows)
(- peripherals: mouse, keyboard, monitor, speakers)

Honestly, I'd say find a way to squeeze about $50.00 more into your budget, and get an i5. The phenom is just incredibly outdated at this point.
