I've used random fantasy name generators, lists of funny cat names, Roget's Thesaurus, lists of Nordic names, Google Translate and of course my own imagination.
Where are you getting ideas for names?

Valar morghulis
Since the only character(s) I care to have intensely accurate names are Norn, I've been looking at Scandinavian names in general. While not all 25 names on my list for my first character are 100% Scandinavian, they're acceptable Norn names.
As for the rest of my characters, I'll be recycling names I use in other mmos and games that I like. But, I'll try to make them fit the race. I.E. I'll make sure my male Asura's name ends with a consonant instead of a vowel.
"Do not only practice your art, but force yourself into its secrets, for it and knowledge can raise men to the divine." -- Ludwig Van Beethoven
Most of my names are names I've used through games throughout the years, I've not really put a lot of work into fitting them for the lore/RP of the races in Tyria yet so will probably play mostly humans for now. Almost all of my names have some sort of original reason that I used for RP a loooong time ago, often from obscure religions or books rather than languages.
The main name I use these days means "High Priest of Fire" from an osbcure religion that I studied in high school, that I used as a mage-healer in DnD campaigns going back to the mid 90s and then took through BBS and MUD's and into UO and now modern gaming and online tags so I'd feel totally lost without it. Most of my names are like that and go waaaay back. I don't RP at all anymore but I'll probably still stick to humans so I can use my names without feeling like I'm violating any lore with them.
I have a lot of DnD and also MtG inspired names, I'm such a nerd.

Puns. Games I like. More puns. Old names. My own name.
What do you call it when Norn are 'in the mood'?
Norny.
What do you call it when two Norn are doing it?
Nornication.
Where do all Norn go to learn life lessons and grow up?
Nornia.
Where do Norn go on vacation?
Calinornia.
What do you call the best race?
Asura.
If you want to be all RP about it, I can't really relate. I'd rather just have fun with it.

It usually takes me a while to come up with a name but sometimes I search in random name generator websites and modify the names a bit.
OT: What do you guys think of firefuel for a sylvari?
I usually go here when I need new name: http://www.behindthename.com/
Especially theme selection has been useful: http://www.behindthename.com/themes.php
most names i found when watching movies and read at the end all this names^^
I've had the same name in games for like ever, and it came from a typo.
<-- That is otterly adorable.
I just pull names out of thin air - I don't find it really hard. My wife, however, usually uses random novel characters mashed together.
Kind of... all over the place. Sometimes I see a name in a video game or a TV show and, while I don't want to use the exact name, I like certain sounds from it, and I tweak it to my tastes. I often pull names from www.seventhsanctum.com in much the same way. And sometimes I just make up the name out of thin air, not intending for it to be a serious name that I use for very long, but I end up liking it in the end.

I hope you haven't forgotten my role in this little story. I'm the leading man. You know what they say about the leading man? He never dies.
If you give in to your impulses in this world, the price is that it changes your personality in the real world. The player and character are one and the same.
Emily is someone important to me. Agile because she's a thief.
I have one or two others... some jokey, but most just made up on the spot.
I usually try to make my names as short as possible in games. Like 3 or 2 letters if possible.
Iza
Kao
Eli
Tok
Yr
things like that
