recently hit 60 on my monk a few days ago went to area 52 and i was not able to purchase any pvp ie rogue/druid same class type gear the message i get is locked is that for a reason

Just a guess here, but maybe because you're not a druid or rogue? I know I've seen a lot of DKs wearing warrior S4 gear, but maybe they didn't think to update old items this time.

monk does not have any old pvp gear implemented. and you can't buy pvp gear for other classes. that's why you can't buy gear.

The lv60 gear from Area 52 is replica gear meant for people with the classic Grand Marshal titles etc. You cant buy it without the achievement.
You have to buy it from the vendors in Stormwind / Orgrimmar.
