Frost PvP: Dw vs 2h

From everything I've read, DW pulls ahead of 2h because of FS doing more damage against plate, which makes sense. I just got the 1h axe from Elegon in LFR and thought I'd give DW a whirl(463 OH). My damage was much, much lower compared to 2h. Not only that, but I didn't have any burst. It was just one bg so there are several variables, but it did not feel anywhere near the strength 2h did to me.

Is DW truly better than 2h or was that just some theorycraft that didn't turn out to be correct?

Did you change all of your reforging from haste to mastery? Did you change your priority to favor HB FS over Obliterate?
