Christ, that interface is an eyesore.
Does the version from http://www.ctmod.net/downloads/ not work? Have you checked load out of date addons?
If that version doesn't run, I don't know of any similar addons, so you may be out of luck.

Any viewport-style addon can do this.

First, you need to set Windows (or OSX) to treat your two monitors as a single monitor - if they're both, say, 1600x1200, you'll end up with a 3200x1200 "monitor", for example. Then set WoW to use that immense screen completely (may need to edit the config.wtf file for that if the option doesn't show up in-game). Then use your viewport addon to tell WoW not to render on the right side of the screen (many have in-game graphical controls for this. If not, you'll need to figure out the commands for setting the viewport width in the addon you're using).

There is a way to skip the viewport addon, if you're comfortable using Lua code, but I can't recall it off the top of my head.

I used a similar concept once upon a time (back in my SSC raiding days), but it's really difficult to do well.

The main idea is to get extraneous information (bags, quest trackers, minimap, etc) off the playing screen, so only what you really need in a fight is visible on your primary display.

The one linked above is actually quite a bad UI in specific, but the general idea works well. I'll be honest, if I had a pic of my UI from that time period, it'd look bad, but not nearly that bad. I seem to remember using eePanels to separate the right monitor into sections, and placing the information into it's own sections.
