Well we have 1 rogue and no arms warrior so in my case it really isn't making a huge raid dps difference.It's less about raising your personal dps and more about optimizing raid dps. If you can raise both then do so, but if raising your personal by single targetting the leg is removing legs at a rate that makes it so combat rogues and any warriors in your group spec'd arms do not have a leg to blade flurry/sweeping strikes, then you are lowering your raids dps. Meat cleaver is perfectly good cleave, but it isn't blade flurry or sweeping strikes, and those should absolutely take priority when it comes to 'who gets to damage legs.'
Arms is marginally better than fury on this fight btw. The difference is less than 5%.
