Completely strange issue regarding random blank, yellow striped screen.

Hey guys,

I built myself a PC a few months ago, and everything has been going extremely smooth except recently...my monitor turns a solid yellow, I can't see anything or move anything. The computer sounds are fine, and when I restart it, everything looks good again. It happens a couple times a day, COMPLETELY randomly. It has never happened while I have been playing video games, but when I was on youtube, reading a forum, or something completely random. I have no idea why it's happening.

I don't know if it's my GPU (XFX R7800) or my PSU (Seagate 520), or what but it's absolutely annoying. I also don't know if I am having random power surges through my house due to the aftermath of Hurricane Sandy that might be causing this or what.

I opened up my build, took off the Vcard cleaned it, put it back, cleaned my PSU, and still the same issue randomly happens. My most recent attempt at a fix was rolling back the driver, then reinstalling it. I don't know what that'll do but here's to hoping. Any tips guys?
