light of the cosmos 40 sec duration

so i was doing a BG today and had light of the cosmos proc on rain of fire as destro it was procing with a 40 sec duration i was curious if any one knows any thing about this or what was causing this to proc for 2 times the normal duration. was useing rain of fire on about 7-13 people so idk if that has any thing to do with it.

pve trinkets have 50% str procs and double durations in pvp

oh thank you so much! I noticed that it was half power next bg but thought relic was procing with the same duration so wasn't sure if thats how it was in pvp thank you again tho for the help =)
