Indeed. Ner'zhul was more a victim than an instigator. He was (at first) deceived by a false vision from Kil'Jaeden which led to his desperation. Gul'dan is the true bastard who embraced the demons.
OT:
I'd say Blackhand. He had his new warlocks use Drain Life on his two sons to speed up their aging. Garrosh isn't even happy with what Sylvanas is doing with the Valkyr. Although... the dark shamans beneath Orgrimmar are not so friendly either.

Theres more of a twist in the tale now though. At the end of tides of war, Garrosh in his rage, now orders every able body to become part of his war machine, including children, and to even use demons in his conquest of azeroth. So from him condemning the use of demons and fel magic, he now wants to use it in his war.

Desperate Times Call of desperate measures.
And when that fails and you become even more desperate, use even more desperate measures
And, well, it just goes downhill from there

Im sure Blackhand thought differently
We have faced trials and danger, threats to our world and our way of life. And yet, we persevere. We are the Horde. We will not let anything break our spirits!"

Blackhand, I think, Garrosh is a pig, but at least Blackhand never had control over the Horde as they currently are.
Garrosh is an aggressive, warmonger, but Blackhand was batshit mental to the point of, as was mentioned, having the life drained out of Rend and Maim, his own children, to age them quicker to put them in positions of power.
Warmongering is one thing, but Blackhand was a dick, yo.

Blackhand. The personality of Garrosh, without his competence.
Not a lot of villains truly believe they're evil, some feel they're justified. Some could care less what they do.(Lex Luthor?)Im sure Blackhand thought differently

Kel'thuzad was forced into service to the Lich King after being tricked into coming up there. He was terrified by the horrible things he was shown.

The Alliance don't really openly use Fel Magic or demons. Hell, the Warlocks in Stormwind have to hide their operations in a false tavern.
By Blood and Honor We Serve!
I would say Garrosh is a bit worse in how he treats his own people, but I would say he's cleverer than Blackhand. They're both pretty equally bad in what they do or did to Azeroth and their denizens.
Sorry but you are wrong it's been stated by Blizzard and Metzen that the downfall of Garrosh being villain it's his own no demonic corruption or old gods stuff it's Garrosh himself here I will link you a video the latest one about Chris Metzen explaining:
http://www.youtube.com/watch?v=VCx65OEUxjo
Please listen to the 5:40 and 5:45
listen very carefully what Metzen said about Garrosh...he never said misguided Garrosh he never said corrupted Garrosh from demons or old gods..he simpley said:
"Your big jerk as a Warchief." which is more proof that it's Garrosh his own doing not some kind of super natural demonic or old gods infulence. About the previous warchief o dragonmaw he said he knew about Garrosh because they were both in Outland and he knows that Garrosh is that whiny kid from nagrand is never suitable to lead the Horde.
Agreed.
Even what people may consider the most "evil" of people did not think of themselves in such ways. They werent going around thinkin "Dude im so evil, I so totally dont deserve to win"
Every single army/person held the belief that they have right on their side
Every single army/person saw that God was on their side
And as Geore Carlin said, "someones gonna be fucking dissapointed"
And
We have faced trials and danger, threats to our world and our way of life. And yet, we persevere. We are the Horde. We will not let anything break our spirits!"
