Will frost ever make it to the crit cap?

I was just playing around in simcraft to have a look at bis gear and noticed even with bis gear crit only makes it to about 21% following the conventional haste>crit for frost.

I only started playing in 4.3 so I don't know how much gear goes up each patch but will we ever make it to 28%? if we will any guess as to how many patches away?

I haven't yet tried crit to 28%>haste for bis gear but I know it was pretty close in my current gear. I'll have a go at simming it sometime soon even though it means I have to manually reforge the gear.

In full heroic, we will be near crit cap. if not, it will be the case with item upgrade and/or on normal T15 gear for 2 reasons:

• better gear give more stat, so more gear, per piece of stuff.
• there will be more intellect on gear who will also give crit.

In 5.2, some change to mage spec can be expect. So stat rating will change.
