to Scourge strike if mob >35%
and Soul Reaper if <35% ?

No, it's not possible. You can use a modifier, but you might as well use a separate keybind.

Nope, you could manage something (ugly) through use of addons though you'd probably need to make it yourself as I doubt one exists.

That or you could sort of do it by using modifiers and check the % yourself but really just make a second bind.
