where to lvl to get max rep when reaching 90 ?

Hello

i would like to optimize the rep on my alts.
many of them are still lvl 87/88 and i was wandering where to lvl to get the max rep when reaching 90.
if you lvl at 89 in towlong steppes u should have the klaxxi rep high at 90 ?
if you lvl at 88 in dread you should get high rep golden lotus ?

how to optimise the lvling/grinding rep ?

If you get to kun'lai straight away at 87 you can just about catch the last chain that involves the shado-pan, should give your rep a good boost before heading into townlong at 88, hit honored pretty swiftly so skipped the rest and went dread wastes at 89, did just about everything in dread wastes which got me revered with klaxxi.

keep in mind this is all with the commendations
