    What should I upgrade?

    Right, so I have about 2k VP & I'm unsure what to upgrade.

    Just left my raiding guild, so I doubt there will be any Heroic upgrades anytime soon.

    Get the correct transmog, the boots you want for your set are not the sunwell ones you have transmogged, surely you can see it doesnt match at all. The ones you want drop from najentus in BT.

    Enchant your ring (bloodseeker)

    Upgrade your heroic trinket, then tier and I would say shield once you get an epic one.

    This, weapon is also very important once you get a normal one as tanks do high dps and especially on that wind bomb guy I dont remember the name of.

    It depends what you'd like to improve first.

    Generally speaking, weapons and trinkets have the largest impact per item level when upgraded. Attack damage on weapons has the largest impact on dps of any gear stat. For trinkets, the procs/effects are a bigger change to dps and mitigation than a flat stat increase on another piece of armor. In the case of shield tanks, the ration of item level to armor is higher than any other stat so that is a third option.

    In terms of what's accessible, heroic gear will likely not be replaced in the current tier (or even in normal modes of the next tier in some cases) and should be upgraded first to get the longest term benefit fromt the valor points. After that, any normal mode piece you are not likely to replace with heroic gear soon (i.e. pieces from late tier bosses like Sha of Fear).

    Actually weapons have surprisingly little impact on a Prot Paladin's dps as only ~20% of our damage is weapon damage based. They are still the biggest bang for your buck in terms of dps, but not by as much of a margin as other classes or specs. In response to the original post, in terms of raw stats, you want to upgrade chest, legs, trinkets, and helm first. Theck made a fairly comprehensive blog post on the subject a few weeks ago that you may want to look at, but I can't post links yet so someone'll have to help me out with the legwork on that one. It's titled Patch 5.1 Itemization Considerations on his blog Sacred Duty.
