It's a shapeshift spell much like worgens. Three of the 4 NPCs are trolls shape shifting, and the 4th is an actor in an Opera. He might be a troll but we do not know.

I think Slith and Tigon would be cool to add in quest chains/expansions in the future that deal with the Emerald Dream or possibly maybe as the inhabitants of other worlds that we may visit, not saying I would want them as a playable race, but I see no harm in adding them as enemies or NPCs and maybe as some new forms for druid abilities like tree form. Also I would love to see Bliz bring back the Shapeless (http://www.wowpedia.org/Shapeless), the axe-wielding robots from the BC art-book and hell even Bunny Island and the Bunnies for some Noblegarden quests/world events/enemies/bosses/NPCs (http://www.wowpedia.org/Bunny).
Finally we have a contender for the New Alliance Race for the Burning Crusade...
Seriously I feel as if I've stepped into a time machine,I'd forgotten all about the Tigon until this post haha. Little known fact, these were once mentioned as contenders for the New Alliance Race when we knew about Blood Elves but not Draenei and spent the next six months between Blizzcon 2005 and E3 playing an insane guessing game (I convinced myself it would be Ogres in the end).
As for the art book Tigon I don't believe each celestial was going to have it's own race as some have mentioned. I believe, not sure if I read this somewhere or what but it looks at the back of my head, that Blizzard did preliminary sketches of the celestials in Humanoid form. Whether this was how they originally envisioned the Celestials, or whether they wanted the Celestials to adopt this form on occason I don't know. I do recall there is a sketch of Chi-ji in a flowing robe and wielding a sort of staff. Looked pretty cool.
